Matt Noonan helps growing businesses build employee benefits programs that deliver a strong experience for their people while keeping a close eye on cost and long-term value. His approach combines thoughtful strategy, practical guidance, and hands-on program management to help organizations get more from their benefits investment.

Before joining Cavignac in 2007, Matt spent five years in the financial services industry. He became a Principal of the agency in 2016 and has since continued to focus on helping employers navigate the increasingly complex world of employee benefits with clarity and confidence.

Matt is an active member of CAHIP San Diego and Bruin Professionals. He is a graduate of the National Alliance for Insurance Education & Research Producer School and holds several professional designations, including Certified Insurance Counselor (CIC) and Registered Health Underwriter (RHU).

A UCLA graduate with a bachelor’s degree in sociology, Matt was also a member of the men’s volleyball program and helped lead the Bruins to three NCAA championship titles. That experience continues to shape the way he works today: with a team-first mindset, a competitive drive, and a focus on achieving meaningful results.

A San Diego native, Matt enjoys staying connected to the local business community and building relationships with people who care about creating great organizations. Outside of work, he still enjoys playing volleyball, golfing, traveling, and spending time with his family.
