Biography
Oliver Craig is a Surety Manager & Risk Advisor with Cavignac’s Surety Department, where he helps contractors, developers, and construction-focused businesses secure bonding capacity while strengthening their overall financial profile. Drawing on a background in commercial banking, credit underwriting, and financial risk management, Oliver works closely with clients to align their surety programs with their long-term growth objectives.
Prior to joining Cavignac in 2021, Oliver spent nearly a decade as a commercial lender and Vice President with Torrey Pines Bank, specializing in contractor financing, investment real estate, equipment financing, and construction and development loans. His experience analyzing credit, cash flow, working capital, and balance sheet strength provides clients with unique and valuable insight into how both lenders and sureties evaluate risk and capacity.
Today, Oliver advises clients on all aspects of contract and commercial surety bonding, including performance and payment bonds, subdivision and improvement bonds, court bonds, and specialized bonding programs. He is known for helping construction companies improve financial management and transparency, increase surety capacity, navigate growth challenges, and position themselves for larger and more complex projects. As a Certified Exit Planning Advisor (CEPA), he also assists business owners with continuity, succession, and long-term strategic planning initiatives.
Oliver supports and promotes the construction industry in his current role as Treasurer and Board Member for the Associated Builders and Contractors San Diego Chapter and as a Board Member for the Associated Subcontractors Alliance of San Diego. He previously served as President of the Surety Association of San Diego and remains actively involved with the National Association of Surety Bond Producers (NASBP), Construction Financial Management Association (CFMA), National Electrical Contractors Association (NECA), and Associated General Contractors (AGC).
Oliver earned a BA in Business Administration with an emphasis in Finance and Entrepreneurship from Point Loma Nazarene University and resides in East County San Diego.

Oliver joined Cavignac in 2021 after nearly ten years spent as a commercial loan underwriter and Vice President for Torrey Pines Bank in San Diego. His focus during his tenure as a commercial loan producer included working capital lines and equipment financing for contractors, investment real estate, and construction/development loans. Oliver brings a unique perspective to Cavignac’s Surety Department, drawing on his knowledge of commercial banking credit criteria to help his clients to maximize their credit profile through Financial Risk Management. He focuses on both contract and commercial surety bonds, including performance & payment, subdivision/improvement, and judicial bonds. He is an active member of the National Electrical Contractors Association of San Diego, the National Association of Surety Bond Producers, the Construction Financial Management Association of San Diego, Associated Subcontractors Alliance and the Association of General Contractors. Oliver resides in El Cajon with his fiancé and dogs. He attended Point Loma Nazarene University, where he earned a B.A. in Business Administration with an emphasis in Finance and Entrepreneurship.
